Description
To select vendors through the utilization of structured competitive bids and proposals with the purpose of implementing and managing value based purchasing contracts in order to provide a wide variety of goods and service to a Transit organization.
RESPONSIBILITIES:
* Analyze the market in order to select best in class vendors who will meet or exceed the needs and requirements of the organization.
* Participate in cross functional teams to develop, evaluate and approve of specifications and scopes of work prior to issuing and awarding bids.
* Prepare Requests for Proposals and Invitation for Bid that adhere to FTA purchasing guidelines if necessary.
* Conduct vendor proposal meetings and negotiations.
* Evaluate vendor proposals and provide selection documentation for senior management and contract records.
* Review and approve vendor agreements and contracts.
* Manage the vendor contract documentation to meet internal and external audit requirements.
* Implement and utilize National Corporate Purchasing agreements.
* Work with the Corporate Purchasing department to leverage spend volumes.
* Prepare and process requisitions and purchase orders for goods and services.
* Track and report purchasing savings to the Corporate Purchasing department.
* Resolve local vendor grievances, and user claims against suppliers.
* Arrange for disposal of surplus materials.
* Other duties as assigned.
Qualifications
* College Degree plus 3 years of purchasing experience or an appropriate combination of education and work experience.
* Previous experience with FTA procurement procedures and policies.
* C.P.M designation is a plus.
* Strong negotiation and analytical skills.
* Must possess excellent written and verbal communications skills.
* Possess a high level of motivation with the ability to operate under minimal supervision and guidance.
* Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
* Must possess strong interpersonal and leadership skills.
* Experience in transportation is preferred.
